Through circular RBI/2025-26/101, payment system providers and participants, including payment aggregators where the payment rules cross-reference KYC, were directed to read old references as references to the 2025 Commercial Banks directions.
This change mainly consolidated and reorganised existing instructions by entity type. Do not assume that every control in the 2025 document was introduced for the first time on that date; compliance teams should map their existing controls to the new paragraph structure.
The current V-CIP text requires the application to include face liveness or spoof detection and face matching with a high degree of accuracy. It also states that specific gestures such as blinking, smiling, or frowning are not mandatory, and that liveness checks must account for customers with special needs.
